			<content:encoded><![CDATA[<p><strong>When is a permit required?</strong> The Virginia Uniform Statewide Building Code requires a  building permit for any swimming pool that is larger than  150 square feet in surface area, holds over 5,000  gallons of water, or is 24 inches or more in depth. The  code makes no distinction between in-ground, above- ground or inflatable pools, hot tubs or spas.</p>
<p><strong>What is the process?</strong> The process is simple but  1. If applicable, check with your homeowners association to  2. Gather all of the necessary documents.  3. Submit the required permit applications.  4. Pay the required fees.  5. Wait for the permit to be issued.  6. Construct the pool and barrier including any required electrical installations. 7. Call for the required inspections prior to concealing work.</p>
<p><strong>What permits do I need?</strong> The following permits are required:  1.  Pool permit   2.  Barrier permit (may be included with the pool permit if  3.  Electrical permit  4.  Gas permit (if the pool, hot tub or spa will be heated   Notes:<br />
Existing barriers and electrical equipment will be required to be code compliant. If they are not a permit  will be required to bring them into compliance.<br />
Be sure to check with the Planning Department for setback and easement requirements for  your property.</p>
<p><strong>Who should apply for the permit?</strong> Applying for a permit is an  the permit holder(s) bears the ultimate responsibility that  the work will comply with the code.<br />
For in-ground pools, we recommend the licensed pool   contractor obtain the pool permit but the  homeowner may do so.<br />
For above-ground pools, the homeowner usually  obtains the permit, nless a contractor is hired, who  should then obtain the permit.<br />
The  barrier permit is usually obtained by the homeowner, but a contractor may obtain it.<br />
The homeowner is encouraged to have a licensed  electrical and , if applicable, gas permits.</p>
<p><strong>How long does it take to get the permit?</strong> By logging into the county’s Web page and entering the  permit number, you can find out the permit status. When  your construction documents are in order and you have received approval from all of these departments, a  building permit and one set of Approved Field Plans  will be mailed to you, or you may pick them up at the  Building Inspection Department depending on the option  you selected on the application form.</p>
<p><strong>What documents do I need?</strong> Three documents must accompany your permit application:<br />
1. Plot plan  — showing the proposed distances from the pool to all property lines and the house.  It is required to  show compliance with the Planning Department’s  setback requirements. A survey plat with the pool  location or a hand sketch showing the pool location with  respect to the property lines and house is acceptable.<br />
2.Construction drawings — two sets are required.  Drawings for in-ground pools must include wall sections  with size and spacing of reinforcing steel and be sealed  by a Virginia registered design professional. Drawings  for above-ground pools must include copies of the  assembly instructions.<br />
3.   Swimming Pool Affidavit — you will be required to sign it. This is to acknowledge you understand all the  requirements involved with installing a pool.</p>

			<content:encoded><![CDATA[<p>The amount and condition of the land base of Chesterfield County has a direct impact on other natural resources, the quality of life and the economy of the<br />
county, as well as jurisdictions and ecosystems hundreds of miles away like the Chesapeake Bay. </p>
<p>Land provides the basis for other natural resources such as  wildlife and plant habitat and species diversity. The land base also provides many direct benefits to humans by improving the quality of life through various health issues such as air and water quality, temperature abatement, and general aesthetic appeal. Finally, the local economy benefits from both the timber industry and recreational opportunities that occur with an undeveloped land base.</p>
<p>As the community of <a href="http://www.shopchesterfieldfirst.com">Chesterfield County</a> continues to grow, land is developed into<br />
stores, offices, public facilities, roads and homes. In most cases, vacant or<br />
underutilized land is being converted from an agricultural or forestry use to a more intense use. However, infill development occuring in certain portions of the county. In 2009, Chesterfield County received 775 land disturbance permits accounting for 456 acres physically developed. This is both a decrease in the number of permits and acreage disturbed from 2008. Permits decreased by 25 percent and acreage by 31 percent.</p>
<p>Land disturbing activities include clearing for single family homes, subdivisions,<br />
commercial development, roads and utilities. State, federal, gas and power projects are not subject to obtain a land disturbance permit.</p>
<p>Chesterfield County contains over 12,500 acres of local, state and federal parks. The condition of land contained in these parks varies from natural woods and wetlands to highly developed playing fields, building structures and parking lots. The acreage of the park lands also varies greatly from thousands of acres to less than one acre. Park land not only conserves natural areas that contribute to wildlife habitat, watershed protection and improved air quality, but they also serve as an important recreational and economic element to the community.</p>
<p>The Chesterfield County Parks &amp; Recreation Department operates 57 parks and historical sites on over 3,500 acres. The largest park is the nearly 800 acre Dutch<br />
Gap Conservation Area located along the original channel of the James River on Farrar’s Island. This park offers a natural setting for passive recreation such as hiking and paddling. Other parks offer playing fields, picnic shelters and community buildings. No park acquisitions were made in 2009.</p>
<p>Chesterfield County is home to Pocahontas State Park, the largest state park in<br />
the Commonwealth. This 7,716 acre park is located in the center of Chesterfield<br />
County and boasts a wide variety of environmental conditions from managed pine<br />
stands to developed campgrounds. It was built in 1946 by the Civilian Conservation<br />
Corps (CCC) and was the first park in the Richmond and Tri-Cities Region.</p>
<p>The federal government operates two sites totaling over 1,200 acres in<br />
Chesterfield County. The Presquile National Wildlife Refuge is an island located in the James River greater than 1,000 acres in size. It is one of four refuges in the Eastern Virginia Rivers National Wildlife Refuge Complex and serves as an important habitat to migrating waterfowl. The National Park Service operates the Richmond National Battlefield Park with one site of that system, Drewry’s Bluff, located in Chesterfield County. While Civil War sites are protected for historical purposes, they also serve as important green space.</p>

<p>Chesterfield County has approximately 97,913 single-family homes. This is less than a 1 percent increase since 2008 when there was a total of 97,049 homes. Of these homes, 86 percent are owner occupied. The median age of a single-family home in Chesterfield County was 23 years and the median size of a single family home in Chesterfield County in 2009 was 1,913 square feet.</p>
<p>The overall housing values in Chesterfield County decreased from an average assessment of $254,893 in 2008 to an average assessment of $251,564 in<br />
2009. </p>
<p>In 2009, 2,757 single-family homes were sold in <a href="http://www.shopchesterfieldfirst.com">Chesterfield</a> with a median sale price of $237,000. Newly constructed homes (built in 2009) had a median sale price of $305,750 and existing homes had a median sale price of $222,000. The number of homes sold as well as the sale price of all homes experienced a decline from 2008.</p>
<p>There were about 20,537 units of multi-family housing available in Chesterfield County in 2009. This represents 17 percent of the total existing housing stock in Chesterfield County.</p>
<p>In addition to single-family housing and multi-family housing, some residents of Chesterfield County live in duplexes or mobile homes located in mobile home parks. Countywide, there are 533 duplexes and 1,881 mobile homes located in mobile home parks.</p>

			<content:encoded><![CDATA[<p>Last monthly report from May 2010, presented by Chesterfield VA states that, similar to the U.S., Chesterfield&#8217;s economy is beginning to exhibit some signs of life, though the pace of the recovery remains rather sluggish. Total vehicle registrations in Chesterfield VA county were up 4.2 percent in March, marking the first year-over-year increase since August of 2007. Similarly, local sales tax receipts increased by 2.8 percent when compared to the mark from March of last year, edging into positive territory for the first time in nineteen months. Furthermore, the <a href="http://www.shopchesterfieldfirst.com">Chesterfield VA</a> county saw building permit totals move higher for the seventh time in the last nine months. </p>
<p>Even with those gains, however, activity levels across sectors remain well-below their long-run averages and continued progress will be difficult to sustain without marked improvement in labor markets. So it&#8217;s especially important now then ever to support local businesses.  Just modest changes in local consumer spending habits can generate substantial Chesterfield VA county economic impact.</p>
